The Hong Kong government has long liked to tout itself as providing a "laissez-faire" economy, a "level playing field", and a free market.But how free is a market when there are no laws to guarantee fair competition? The idea of a competition law has been under review for around 15 years, and it's STILL only in the debating stage.
