寧要黑金不要政黨?


一場特首小圈子選舉弄得擾攘沸騰,一波三折。有人認為改由曾鈺成出選將有助發展特區政黨政治,也可以給小圈子「多一個選擇」。但最近港澳辦主任王光亞先生卻就此大潑冷水,暗示此舉並不可行。他說特區現時「未有發展政黨政治的條件,也沒有政治人才」,更暗示商界是唯一可以提供管治人才的來源。這番話實在難以服眾。

政黨政治與個人政治之分,在於前者是代表著一套較為穩健長遠的價值觀,不會輕易受人事變動所影響。共產黨建國多年,其價值觀從未有重大改變便是實例。除了政策研究會比較長遠和紮實之外,政黨政治另外重要的一環便是莫論興旺上落,一般政黨均獲社會某一階層或某一組群的基本支持;便是選舉失利,淪為反對黨,透過群眾的需求、時勢的改變,也可東山再起,重新執政。政黨政治除了有助推動政治發展,亦是孕育政治人才的溫床。兩者生生不息,相互支持。

相對而言,個人政治只可說是權宜政治。特別在小圈子選舉中,因為缺乏政治和管治之中心思想和理念,為了增加認受性,最後只會變成一場向群眾獻媚的政治騷。為了求勝,有人更會不惜肆意抹黑,甚或尋求黑金政治以換取權力和名譽,也管不著甚麼政治理念、管治原則的比併了。

捨政黨政治而取抹黑政治或黑金政治是自欺欺人;不但是特區長治久安、繁榮穩定的絆腳石,更是種下社會分裂、管治失衡的伏線。君不見上任時民望高達八成的曾蔭權今天的景況?只望掌權者回頭是岸,給香港人一個機會!

Nonsense. According to Leung Mu Han, the chinese communist party has already planted a lot of members in H K. According to Hsu Chia-tuen's two books on H K, even before 1997, there were 3000 underground CCP members operating in H K. After 1997, there are more, according to author Leung. Is CCP a political party. Yes and no. There is no political party law in H K. To that extent, the underground CCP is an unlawful association. The Chairperson of your respected Legislative Council, according to author Leung, is an underground CCP member. He did not deny or admit.

Even before 1997, one PLA big-shot commented: some triad members are patriots. Did you not read Chinese history. Our fellow high school alumnus, Sun Yet-sen, whose statute was erected in our old school garden, allied with underground societies to carry out his revolution. Chiang Kai-sek was a fan of the Shanghai mafias. Even the Yellow Bird mission was accomplished with the able assistance of Triads. In fact, the underground communists operate like Triads in H K. Why are you complaining? Have you not studied Chinese history in our school. I remember you sat next to me in class, taught by So Fai Choo.

The H K election has now combined it with some Taiwanese characteristics to boot.

To be fair, the political parties are very immature in H K. First, they can never become the governing party. They are for ever an opposition party, unless there is drastic political changes, which are not foreseeable. The political parties are still relying heavily on personalities and not an institutional structure. There is no think tank to do research for them. The most devastating feature there is no career development as a politician. Unless you are a lawyer or a professional, if you lose an election, you almost become unemployed or unemployable. Who wants to invest time and energy in this precarious field?

The H K type of society is not conducive to produce politicians as a career. Unless one has a profession or independent wealth, if one loses a seat (which pays well), there is no alternative career prospect for one who has no other marketable skill. In a relatively mature system like the US, one can climb up the political ladder and can climb down too.

one of my friends got elected as a district council member. He does not belong to any political party. I asked him why. He said being with a political party is more of liability than help. Do you agree?

Luckily in H K, the elections are not yet dominated by the money poured into the campaign by the rich folks. That's the USA. Hope the Beijing authorities are not using similar tactics to influence the outcome of elections.
